Is it ok for the kenya government to send text messeges to private mobile phones?

Is that not an invassion of privacy? My cousin in Kybiera told me that the police send threatening messeges to their phones and advised me not to talk or send anything political mmm that is freedom?!?

1. That depends on the definition who owns the airwaves in Kenya. If they control the internet, Radio, TV, content in the Libraries, Bookstores, Schools, Telephones, and Transportation then by Kenyan Standards no because it does not exist as a right in Kenya.
