Why is that it took long to locate the site of the KENYA airways plane crash yet it should have had a 406 elt?

we are told in case this elt is triggered and stays on for a few minutes the owner of the plane will be contacted.this is detected by the satelites.Also in case it is not triggered and your searching for it you can be given the cordinates of the last point it was detected by the satelite or where the elt is .

1. In places like Kenya, people take shortcuts. There's no air traffic control in Africa, and people don't always do their jobs properly. Africa is the most dangerous place to fly in the world.
